Kinmen County Self-government Ordinance for review of the Overseas Chinese status (as duly enacted in accordance with the Order of Fu-Hing-Fa-Tze-NO.09500451540 promulgated on August 3, 2006).
Article 1 | The Kinmen County Government (hereinafter referred to as this “Government”) establishes this Self-government Ordinance in order to assist the Overseas Chinese residing in Kinmen County (hereinafter referred to as this “County”) to obtain their Overseas Compatriot Identity Certificates. |

Article 2 | The competent authority under this Ordinance is this Government. |
Article 3 | The “residing overseas Chinese” referred to in this Ordinance means either an overseas Chinese in person or one of the parents of the said overseas Chinese was born in this County (hereinafter referred to as the “Overseas Chinese residing in this County”). |
Article 4 | In order to implement this Ordinance, thereby, this Government will establish a " Kinmen County’s Overseas Chinese Status Review Group" (hereinafter referred to as the “Review Group”), consisting of Civil Affairs Bureau, village (township) offices, mediation committee of each villages (township), household registration offices, and persons with legal and social justice awareness; wherein, the relevant rules and regulations will be set forth by this Government separately. The appointed candidates with legal and social justice awareness prescribed in the preceding paragraph shall not be less than one-third of all the committee members. |

Article 6 | The qualified applicant subject to this Ordinance must provide an applicant together with necessary documents as follows:
Hereby, the personal identification documents as specified in preceding paragraph must contain one of the following documents:

Article 7 | In the event of an endorsement of any doubtful birthplace of an overseas in person or one of the parents of the said overseas subject to the preceding paragraph, the final recognition will be conducted by this Government. |
Article 8 | All resolutions made by the Review Group will be implemented under the name of this Government. |
Article 9 | All relevant documentation, form formats, in respect of this Self-government Ordinance will be set forth by this Government separately. |
Article 10 | This Self-government Ordinance shall commence and enter into force on the date of promulgation. |
