Procedures of Application

I. The implementation guidelines are established to simplify the application procedures, shorten the waiting time, facilitate faster applications for easier projects, and expand the service targets.

II. Types of land registration applying to this guideline are listed below:

  1. Address alteration registration
  2. Name alteration registration  
  3. Building number alteration registration (limited only to building number adjustment)
  4. Certificate of title re-issuance registration (limited only to title re-issuance of damaged certificate or certificate of adjusted areas of administration)
  5. Registration of rectification (limited to rectification of registered name, date of birth, ID number, address, address number, etc.)
  6. Registration of lien cancellation
     

III. Applicants or trustees (including land administration agents) applying for registrations listed under this section shall follow the regulations listed in this guideline. Detailed procedures and deadlines are as follows:

(I) Procedures for applicant to apply for the registration in person

  1. Applicant shall have all the needed certificates, documents (refer to the appendix), and the registration fees ready and apply at the preliminary review counter. 
  2. The preliminary review clerk shall first review the ID of the applicant, and then based on the documents provided by the applicant to fill in the registration application form and registration inventory list for the applicant free of charge. The completed forms shall be checked by the applicant, and then the applicant shall sign and stamp on the application form to confirm the accuracy of the form. The preliminary review clerk shall stamp a “single window case” seal on the bottom right corner of the application form. The case would be submitted to the cashier for fee calculation and fee collection. And then the case would be delivered to case filing counter before returning to preliminary review clerk for review.
  3. In the case that the preliminary review clerk finds no errors after the review, the case would be submitted for registration and proofreading.
  4. Upon the registration of the case, if the certificate needs to be stamped on, then the certificate shall be delivered to the stamp supervisor for stamping. After that, the certificate shall be delivered to the review clerk, the review clerk shall immediately notify the applicant to collect the certificate or any documents shall be returned to the applicant with applicant showing the case receipt and applicant stamp.

(II) Procedures for trustees (including land administration agents) to apply for the registration

  1. Applicant shall have all the needed certificates and documents (refer to the appendix), and mark on the bottom right corner of the application form “easier case”, then hand over the form to cashier for fee calculation and fee collection. And then the case would be delivered to case filing counter before returning to preliminary review clerk for review.
  2. In the case that the preliminary review clerk finds no errors after the review, the case would be submitted for registration and proofreading.
  3. Upon the registration of the case, if the certificate needs to be stamped on, then the certificate shall be delivered to the stamp supervisor for stamping. After that, the certificate shall be delivered to the certificate issuance counter, the certificate issuance counter shall immediately notify the applicant to collect the certificate or any documents shall be returned to the applicant with applicant showing the case receipt and applicant stamp.
    In principle, the application procedure shall be completed within one hour of receipt of the case. The goal is to process the application cases immediately after receiving the case. However, for cases need to amend documents upon review, the review clerk shall comply with the regulations to issue a notification on amendment, and return the application form, related documents, and receipts to the applicant for document amendment.


IV. In the case that the trustee (excluding land administration agents) is entrusted to apply for the easier cases and there is difficulty for the trustee to fill in the application form, the applicant procedure can then be applied to realize goals of better services for general public.  

V. This guideline shall be implemented right after the approval of the director. The same rule applies to rectification.
